Yeah, I saw similar issues while leveling up here. The problem is that when you're undergeared, proccing weapons just don't seem to be enough. After the damage cap was gone (level 20), I switched to high damage weapons - particularly things like
Brell's Keg Popper,
Shimmering Partisan, and
Fist of Zek. Two-handers with moderate damage and low delay (
Poison Wind Censer) can also be quite effective.
Wurmslayer is the ultimate solution if it is affordable to you on P99.
Monk twinks with haste items are always going to pose a problem until they learn to FD evade. That's half the problem - people still think they're playing WoW where they can go all out with no consequences.
Using 2x
SSoY when it starts proccing at 37 is going to be a god send, but it's all up hill until then.
