I wouldn't count VZ in that list, and I dunno what the high end was like on other guilds. VZ Defiant was always top, but there were always 2 or more other major contenders. And lots of more casual raid guilds, where I belonged at the time.
The problem here is going to be population, more than ruleset. IMO
