Boat routes aren't classic either. Kodiaks walking the south desert wall in West Commons isn't classic. Bixies all over Nektulos isn't classic (I don't think? I don't remember seeing them there). There's a few things that aren't classic, so why make pet exp classic all of a sudden?

Bixies DO spawn in Nektulos Forest -- due SOUTH of Neriak's entrance there is a log. If you stand at the north end of the log, facing WEST, you should see a boulder in front of you. Every hour or so ONE bixie will fly up to the rock, hover for perhaps 3 seconds then disappear. If you are lucky (and patient) enough to wait for it, target and use a low level spell to kill it, you may get a bixie stinger (which is all I received).

If you look at later posts there are lots of disbelievers, but still a lot of proof (including someone who claims to have a screenshot) that there were bixies in Nektulos, just that they were very rare. You should probably bug report this since you had the time to type up that whole post about how un-classic this server is.
One thing that's surprisingly accurate to classic on p99 is that a bixie is the PH for the griffin in EC (you can confirm this via the above link).
