Let Cyan's SwdTech charge up during the animation for Sabin's Fire Dance, and you'll keep enemies from using that time to charge up their own ATB gauge for more attacks. Also try not to use long-animation moves (like Fire Dance) first in any situation where your whole party has full gauges, such as pre-emptive fights.
