Ehhh no. They're both AP, but their kits are pretty different. Veigar is not really AoE damage, for one.
My opinion on Veigar is that too much of his damage is either avoidable or counterable. His stun gate is a cool spell with a ton of range on it, but one tenacity item (or cleanse/qss/flash/whatever) throws a wrench into his E-W combo. I never see him in ranked but when I do play against him, I hardly ever get hit by his delayed AoE spell. It's his weakest ability that needs to either have the range kicked up a bit or the delay reduced, in my opinion. You have to rely on an Amumu or some other such champion to really land it against good players.
Banshees can also ruin his up-front single target burst. That isn't to say you aren't still doing to do a fuckton of damage with your ult/DFG even if the Q is blocked, but it does take the one-shot-kill away.
His cooldowns on everything except Q are kind of long, so he's not doing a whole lot in team fights after the initial burst.
Elementz has him in the bottom tier and I agree with that. But I also think players take way too much out of that, because there isn't
that much difference between a Tier 1 and a Tier 5 champion. The balance is pretty tight, and I look at most of the lower champions as "situational".
If the comp is right for it, Veigar can wreck people harder than some of the Tier 1 champions, especially late game.
