Can we agree that the first decrease in run speed due to encumbrance happens once agility has been reduce below 75?

you can start with a character of 70 agility and run the same speed as anyone else. you can then /duel an enchanter who can cast a -50 agility spell on you and have a total of 20 agility and STILL run the same speed as anyone else.
i WISH having less than 75 agility acted as a snare. I could fear kite on my enchanter.
