you trying to tie together 2 events which are no directly related.
What you saying is:
Encumbrance causes decrease of AGI, which then causes decrease of run speed.
this is NOT correct
What really happens is:
Encumbrance decreases AGI and Run Speed at the same time
Prove:
Have 200 AGi and 100 STR, then encumber yourself by extra 100lbs above 100 STR. Your run speed will decrease while AGI will still be well above 100
Also, lower your AGI below say 50 with negative items - your run speed will not decrease
