Yeah, because people have things like work and school to do during the DAY.
During peak times the pop is around 100. Did you know that during Kunark beta there were never more than 40 people beta testing at any time (unless p99 went down)? This was for testing an entire expansion's content! Beta is doing as good as you can expect. Testing has been done and people are waiting for the next patch to see how the changes went.
