I think it will depend on your race. First 20 will be different because of that.
I'd suggest anywhere near East Commons, because there are a lot of very friendly players out there selling stuff who can also buff you in their spare time. You'll fly through early levels this way.

As an iksar necro, you have the extreme luxury of leaving FoB at level 1 and never looking back. No other iksar class (aside from SKs?) has a class trainer or spell vendor they can use without faction work on the other 3 continents. Get a port to nro or wc as soon as you can, get bound just inside wfp zone, and use the hidden zone to efp to get to the underground evil deity guild (Bertox maybe). Don't explore too much down there because some npcs are kos. The necro trainer is the first class trainer on the path.
After that, xp in all the places a human would and don't forget to stop by EC tunnel for some buffs. CR is fast, buffs are basically a PL and Befallen is waiting for you with a giant exp modifier. Consider heading back to Kurn's around 12, but there is no pressing reason too.
