You're not wrong, but note that the share of subsidies marked as "personal" income is deceptively low compared with the percentage of subsidized income to the business. I can't speak to the particulars of every Republican welfare program in the country, but the stats indicate that there are strings attached to the subsidy which demand the cash be placed back into the business.

These farmers are essentially sharecroppers whose equipment and farming infrastructure is purchased and owned by the government and not considered "personal". Riding a $200k machine uncle sam lent you is not the same as having $200k liquid cash to invest in your business. These people are not impressively wealthy.
