This doesn't answer the dude in leather. I assume Merko Quetalis? His faction is messed up I think. I'm ally/warmly (depending on something I haven't figured out yet), but Merko is indiff. I posted this in the forum a weekish ago but then removed it because I realized I didn't figure it out enough yet.

I always liked that particular piece of lore, and didn't find that it really hindered me in any way, quite the opposite - it gave me a fantastic place to get XP and money! Everything you need is in North Freeport, and with tunnels in/out its not really a big deal.
