Honestly draughts did more for PvP than lures did. It takes a lot of resists to get to the point where a wizard must use lures, it probably doesn't happen until Velious or if you're grouped with a bard. Draughts finally allow wizards to do decent damage without 7-second cast times. A 700ish nuke at 3 sec vs. a 1100ish at 7 sec, there's no contest regarding what's more usable in PvP. Lures don't become necessary for the longest time. Sunstrike is usable in PvP just because it's such an enormous nuke, but you don't wanna try to cast such a slow spell in most situations.
