Not sure how relevant this is, but I recently discovered my Halfling Druid is Indifferent to the merchants of FoB. I didn't go into Cabilis to test it, but I was able to purchase from every FoB merchant.
I did not expect this and was surprised, but perhaps that is how it is supposed to be.
