I am pretty sure the 49 pet can't accept weapons at all. I remember when I was playing I tried to give my pet a Serrated Bone Dirk but he wouldn't wield it.
As far as I can tell there is no DB field to fix pets dual wielding so I will have to leave it up to someone else I think. :/
