Ok well here are some more facts, im not exactly sure what all you guys are asking but here goes...
1. Its an AGP card
2. Yes i have power running to it
3. Yes, the fan on the card turns on.
3. My VGA cable and monitor are fine, i can hook them up to my mac book and they work
5. I am 100% the card was mounted properly and all the way locked in
6. No burns or weird smells on any of the parts.
7. My computer has the recommended requirements for the card
My power supply seems ok to me, the comp still turns on just no video =(
Here is the model number for my power supply. MJPC-300A2The card is an ATi Radeon HD 4650 AGP.
The old card is an ATi X1300 PRO.
If someone can give me a list of other information that will help lemme know.

If you are hearing a post beep and hearing your HDD power on as well as fans etc but not getting any video this typically means your video card isn't receiving enough power.
Also HD 4650's require at least 400W power supply, that model number you posted leads me to believe yours is a 300W power supply.
Sounds like your computer is a bit older meaning your cpu socket is probably going to be a bit older as well, you may be giving yourself a major headache by having to find the right socket motherboard and then installing everything.
I would go pick up a 450-500W power supply (they're not very expensive) and see if that fixes your problem, make sure it has the proper connectors you need. And will fit in your case.
I'd reccomend
this psu because the manufacturer is the best imo for psu's. It will be a bit more expensive though because of the quality.
Here is a cheaper one that will be fine as well.
