Definitely sounds like a video card issue. With it saying no signal on the second card, I'm nearly stumped. Unless you have an onboard video card that needs to be disabled, or your old card is still mounted as well. Or.. the 'new' one is defective. Double check your VGA cable connections?

Or perhaps, it is your motherboard/video card slot (AGP/PCIe) itself.
