I think if R&F was off by default and you actually had to opt-in, instead of the other way around then it would be less detrimental.
The issue is when new members of the community come to the forums for the first time, click on the "new posts" button and half the results are R&F.
I really don't know if it has any impact and if so how much. But that would be design change I would implement. At least to give newcomers a little rant-free p99 before they decide whether or not to opt in to the mudslinging-fest. Just my opinion though.
