I've been trying to find Maugarim in Kerra Isle, who drops Icon of the Penitent for the Cleric quest in Temple of Sol Ro, for the last few days now and I haven't seen her up at all. As far as a remember she was not a rare spawn or even have a placeholder, every time I went to do the quest in classic she was up.

That is her page on Illia's, I dont see any posts referring her to have a PH or be a rare spawn, and the picture on the top of the page shows her in the corner of the room behind the throne where Mitty spawns.
