Wait Zereh, you need to get all the details before you start making your guild look silly.
Winterfresh is gone, completely. He was being played by Durison, the Guild Leader of your guild. And he's not gone for training or some raid dispute, he's gone for 2-Boxing, cheating. Not an officer, a GL. That's 1 finger, same as us, same as VD.

You seem to be forgetting the precedent that has been set for these rules and punishments. Training or 2 boxing is
not hacking. The punishment for those offenses has always been suspensions or account bans. That's an important distinction that you disingenuously ignored.
TR/IB officers in the past have trained DA raids. They were suspended. Not banned.
This server has a history. When a member of DA was caught using ShowEQ, his account was permanently banned and his GUILD was suspended from raiding. There was talk then of disbanding DA by development, and they were given a final warning, ONLY because it was a member, not an officer who was caught in the act. Members of the guild were outraged, and several people left the guild in disgust. I don't blame them either. Cheating should be discouraged, regardless. It's a cancer on the integrity of the server as a whole.
Winterfresh was not banned for using showEQ, nor was that account an officer of his guild. If someone is banned for 2 boxing, the precedent is both accounts are banned. If you're caught using showEQ, you're banned and if it involves raiding, the guild suffers as well. Perun even admitted he was actively using ShowEQ during a competitive raid between TMO and TR. This is beyond refute.
It's a dangerous precedent to show a double standard. Your telling the players that's it's perfectly fine to break the rules and cheat. By allowing those members to reapp, you're sending the message that TR doesn't give a sh*t if you cheat. You've admitted publicly they can re-app, and I can guarantee that since Perun was an officer and tight with Xzerion, that he will be accepted back in the guild publicly with consternation, but privately with open arms, with promises of AOE groups plvling him to get his ass back up to 60 ASAP.
