Imagine if they told us how how many IPs are active on P99 and how many IPs were associated with the 365 accounts suspended for cheating. I can bet you it would be a hell of a lot more than 2%.
Banning accounts instead of talking about IPs made it look like less people were cheating. That way, when ~1/3rd of the server gets punished for cheating, they can say "365 accounts is only 2% of the total player base. There are 20,000 accounts on the server!"
Yes, 2% of the total active accounts on the server were flagged for cheating. We all know more than 2% of the server cheated, and that nowhere near 20,000 people play P99.
