After going for a ride in my Ford Ranger, picking up some Ranger Pale Ale, and knocking one back while watching a re-run of Walker, Texas Ranger, I decided that if I were in charge, I would offer the following:
"Roofie, in the absence of evidence whether the mace was loaned or given as a gesture of good will, we absolutely respect the time and effort you put into camping the mace of which, for whatever reason, you no longer have possession. We also absolutely respect the time and effort the guild put into camping juggs/reets, getting a BOTBDE, and letting you /random on it with the implication that such a class-defining weapon would stay in the guild for use on raids. In mutual respect for each other's time and effort, we will exchange the mace you earned to which you no longer have access for the BOTBDE that the guild earned to which we no longer have access."
Probably not the least dickish decision, but that'll answer real quick about whether it's about the time and effort lost, or the $$$. :P
You're all assuming Roofie loaned it based on Roofie's story, in which case, yes, Anthrax should give it back, I absolutely agree. Anthrax's version is that it was given to the guild (more specifically, Anthrax) to use because of a bunch of pixel-related drama the BOTBDE caused that I'm not going to re-hash here. News flash, P99 trolls... what gets posted on P99 isn't always de facto truth.
I don't know which side is correct, neither do the VD officers (except Teeroy), nor does Coldblooded. Trust me, the easiest way to resolve this would be to claim that I was in Vent for the conversation Roofie and Anthrax had, and confirm one way or the other how it really went down. But I'm not going to do that, because I wasn't in Vent that night.
