The PC that I'd like to try and play Project 1999 on is kind of weak. The only good thing about it is the processor. But I also have a laptop that needs fixed that might be a little better. I can't really afford to upgrade at the moment, and I'd love to start playing EverQuest again... (Can't pay for any MMOs, and none of the free ones look appealing.)

I used to play EverQuest back in the day until Planes of Power came out.

Here are this rigs specifications (as of CPU-Z)

It's an HP dx2300 Microtower

Intel Pentium 4 631 - 3.0 GHz
Idling at 2394.3 Mhz
(Socket 775 LGA)
(800Mhz FSB)
(2MB L2 Cache)

512 MBs PC2-5300 (333Mhz) DDR2 RAM

Intel Express 946GZ Chipset (With up to 128 MB shared memory)
I'd like to point out that I got NeoSteam to run on this tower in 1024x768 with all the settings turned down to low.

The PC has a PCIex16 slot, but I don't have the money to buy a new card. Even if I did, I don't have a credit card to buy one cheap online...

The Laptop is a Compaq Presario R3000

It has a Pentium 4 2.4 GHz (unsure of what socket. Most likely 475.)
256 MBs PC 2300 RAM
Radeon Mobility 2800 (With up to 128 MBs shared memory)

It needs a new hard drive to get it working.
You definitely want something faster.. but since you cant afford to upgrade you may be able to play P99 and turn down draw distance and other video settings until you are satisfied with the framerate..

have you actually tried installing it and running it? If so, what is the specific issue? Does it run but is slow? If so then have you tried turning down all the graphical settings?
