Think about it.
Of those 365 accounts not all of them are going to be signed in at once. At the absolute most, maybe 1/4 of them at a given time (about 90).
So you'd really only drop the population of the server by at most about 90. I did hear there were 20k active accounts, so it would probably be even less. 365/20k = 1.8% of the server. So you'd lose about 14 cheaters during prime time, assuming they have about the same play time/schedule as the non-cheaters
