It looks like CPU overheat to me, and windows tried to lower CPU speed to prevent overheat by decrease cloock speed to like 0.3Ghz or something. So you can't move.

That sounds plausible, because it rarely malfunctions when the computer is first turned on and hasnt warmed up.
Is there anything I can do to fix it? Let it sleep for a minute before starting when it freezes so it will cool down, or change any other settings, or try to clean out the computer? I have recently tried to clean it with compressed air but I didnt open it up.
