Aged Smoldering Cudgel has "procrate1 = 188" which means it procs at 288% the normal rate.

More likely that people who know about it are not very likely to report it.

Just post a log though? 10-20 minutes on Curodoth with a fixed dex value ought to do it. I've never seen anything like a 3x proc rate out of it, and smoldering cudgel doesn't have any mod on live.
