the Paldin's guild, then walk to the hill where the precursor NPCs waited.
When he shouts "We move onward!", he starts to RUN to his inevitable death
at Drolvarg temple. Since passing NPCs in FV will buff him, he has a strong
possibility of being SoWed, too.

Here are some tips to help:

1) Get a "spotter" in FV to watch the NPCs as they pop, and tell you when
they're heading to the hill. That gives you ample time to prepare your
attack. Since the mobs you're killing drop some High Elf Pally gear, you may
look for one of them that lacks scruples. ;-)
2) Someone around level 53 or so can single-pull the second set of mobs on
the hill. In particular, I watched a 53 WIZ nuke Sgt. Daelione into a
crater, and his friends do nothing. Note that if this is done, the other
NPCs on the hill will NOT leave the hill until after the nobleman has run
away - the Sgt. must call them away, and if he can't the Field Medic will do
so a fair while later.
3) The faction hit for killing these NPCs isn't bad. The aforementioned 53
WIZ walked back into town after helping kill both the nobleman and the Sgt.
to bank. So bug those friends of yours to help out.
4) If you attack the nobleman in the FV-controlled section of the zone, the
Drixies and pilgrims will help, and they are ANNOYING. Try to let him get to
the Drolvarg/Frog areas before either engaging (if worried about being KSed
by an NPC - unlikely before the Temple area) or pulling him to a Swamp zone
(recommended, fewer adds).
5) If you want to attempt a fight near FV, then the "pier" that's along the
beach to the left of the bridge to FV (facing out from FV) is a safe point
that no pilgrims/drixies path to. If anything runs, though, you'll have
problems. Note also that all the druid pilgrims cast See Invis on all the
other mobs, so it might be prudent to swim across the small bay to the pier,
instead of walking along the beach from the Iksar statue where Vekis can be
found. For pulling the mob, have a friendly druid apply liberal doses of
Harmony to anything in the pull path.

Good luck! Oh, one more thing: if you have a SK friend, Lady Chromere
spawns right near where the adventurers pause. You could pull her to the
bridge no problem, or do what I did once and Charm her and walk her there.

He died on his own when he made it to Drolvarg Temple. That's why the
scourge of Lake hunters everywhere, Vekis, keeps spawning: when the Sergeant
dies, Vekis spawns, period.

There are two abandoned stone docks just west of the town's gates next to ruins. I parked my iksar warrior on the pier, and waited patiently on my 53rd druid for Sergeant Daelione to spawn. Finally he spawned and I pulled him to the docks where as my druid I pooped on him, promptly switching to my iksar to loot the transmitter. I then ran to Vekis whom spawns when Daelione is killed, and handed her the item. Upon giving her the item she despawned herself and Commander Straeven spawned. Once he left the bridge I pulled him off to the pier and pooped on him aswell. Strategy on soloing both are simple druid solo tactics. Snare, root, dot, and dd if you have to. My faction was amiable before I started and was amiable when I finished killing both npc's. Ofcourse I switched to my iksar and looted the head off Straevens corpse.
Daelione and Straeven both spawn in the paladin trainer building along with a few other of Daelione's friends. Daelione a 2 hour spawn just as other posts have stated. All of said npc's do not charge out of town, running quickly or anything of the like. They all walked and took their time. I mean I couldn't walk any slower then Daelione was walking even if I had run off, no sow, and duck on. They take a few minutes before they leave their spawn spots and begin leaving town.
Daelione was a push over and died quickly only taking 20mana to kill him. Straeven however took 60 mana requiring a few roots, dot(winged death), and a few dd's to finish his healing rear end off.
I took the head with 3 ruby's and handed them to Grik the Exile in SONH and got my reference, which I took to OT and handed to the arcut brothers with my banded mail. As my warrior I did NOT have any empty inventory slots when handing in the reference and banded armor. (This goes for all pieces of trooperscale quest, not required to have an empty inventory slot cause I did the whole suit myself. find my information in the other quests regarding other pieces)
