It's already an extremely tedious camp, something that I always dreaded having to finish - but I agree here. I've decided to completely bypass this quest because I see the auctions for loot rights constantly. I assume there is always someone there camping it.

There is always someone there. His name is Grims and he is there constantly. If you don't see him actively there he is on the list waiting because someone was rude enough to get on the list at his camp.
