Seems to me this was addressed on statue stalls and IIRC the sentiment was after X amount of time (10 minutes maybe) that it is acceptable for competing forces to DPS down the mob.
Alternately ToV is a dangerous place with a lot of pathing mobs and elaborate train out strategies. Would be a real shame if a train out from trips/doubles to back tag the vulak flurry accidently resulted in their raid getting dirty on all the trash mobs.
