Haynar: Added PvP damage reduction to apply to dots performed on self. Due to no application, spells such as lich were causing full damage, which is inconsistent with the damage they have been historically known to apply.

I wasn't able to find when this change was reverted. last time I played in 2023ish on red, this change was in effect (lich did reduced dmg to necro)
now, it is no longer active. was just curious when that happened -- i couldn't find it in the patch notes or changelogs, so I thought it might be a bug rather than a change. thought i'd post here to see if anyone knows more info.
