Either i was extremely lucky on live back when velious released or drop rate is wrong. We used to farm full sets of guardian gear back on live and had many robes and armor drop. The only thing we never saw was the weapons from up in the tower/library. Because, well back then everything was unknown and scary and very hard so we didnt go that far without a raid.
