i upgraded to wine 11 it did not help.
I found turning off my other monitor when i start wine fixed it. Immediately after wine starts i can turn the other monitor back on. I don't have to emulate a desktop either. Oddly enough it locks the mouse in P99 but if i minimize the window i can use both monitors as normal. There is a key+combo to free the mouse, it might work but i haven't tried that.
I think if i stacked my monitors vertically it would fix this in the horizontal place and break the vertical plane but i cant physically do this. And turning off a monitor is easier.
