Yeah, it got changed from clickable from inventory to must equip to can equip.
IDK anyone who has quested this cloak on p99 with a non-ranger that has actually tested whether it works or not.
It was something I was tempted to do while active in sky, but at the same time wasn't a can of worms I wanted to open up because it felt like the kinda thing which could blow up and screw a lot of young rangers out of one of their class defining items. Think about soulfire cheals. I don't think it would be fair to block rangers from such an iconic item.
