It sounds like you are missing a bunch of files in the RenderEffects folder. When you apply the patch files are you replacing the folders so that only the patched files are there and all the base files are removed?
Looking at my RenderEffects folder I have 51 files in MPL and 79 files in SPL. Do you have the same amount?
