He's a wizard, so he doesn't heal. However, if you fight him close enough to seahorses, they will heal him, even if they aren't aggroed.

How important is MR for this fight?

MR, FR, and CR are all going to help with his wizard spells. He will sometimes Ice Comet (scary single-target cold spell) and he might use point-blank AOEs including cold, fire, and magic. The magic one would be Gravity Flux, which also boots you upward in the water, so watch out.
