I've gotten Wenglaks Manly Purse on multiple characters. Is it better than a tink bag? No. The nice thing about Wenglaks Manly Purse is it's fairly easy to get, and it doesn't cost 5000pp. Honestly I don't bother with Tink bags. You can get by with EE Bag + Large Burlap Sack + Wenglaks Manly Purse + Box of Nil Space and a few Shralok Packs on most chars. That is my usual setup, often times with a Forager Bag and a Large Soiled bag as well, for the items that fit in those container sizes. Maybe cloth casters with no STR gear will want a Tink bag or two, but I don't have any tink bags on my 77 STR Enchanter.
For Torpor Shamans, having Kael faction is nice if you are farming plat. The coldain skin gloves/boots quest is really good. Takes about 15 minutes to kill both of the dwarves that drop the heads, and you end up with two items that sell for 1k each fairly quickly in EC. Most alts that have mana want coldain skin boots and gloves. I want to say the heads have an 80-90% chance to drop, and the scribe often drops a necklace you can vendor for 240pp or so.
The dragon head quests are nice too. All of the rewards sell for at least 1k, and also tend to sell quickly. Plus killing WW dragons gives you a chance to get dragon armor drops, which also sell nicely.
I know you dismissed the sub 10k tradeable items, but my experience is consistent smaller payouts can beat occasional large payouts. It all averages out in the end. If you can get 10k worth if items in 10 hours, that is no different than camping a 10k item for 10 hours.

For your question about Garzicor Earring, that is one of the better earrings you can get on a Shaman stat-wise. You won't find an earring for 10k or less with better raw stats, except maybe Hammered Golden Loops. The main issue with Garzicor Earring is it doesn't have valuable resists, so you are going to be swapping it out for resist gear anyway. I tend to avoid expensive items in slots that get swapped for resist gear on my Shaman. Namely earrings, rings, and shield slot. Shaman's don't have a lot of options when it comes to interrupting casters, so their best defense against spells is high resists.
