ok ok so this is how you do it 100% and the devs might hotfix this at some point but i dbout it, first you go into the eqclient .ini file and disable dynamic lighting, change the TRUE to a FALSE. After that you log into the game and stop at char select, then you go back to the log in and log in again... after that dynamic lights are turned off. You have to do this every single time.
Yeah quick update: It finally worked, I'm in EC tunnel and it doesn't look like a giant glowing oasis from a distance anymore. Nice smooth framerate and no wild gpu temp increase. I changed the option in that menu Kavious mentioned but I think you need to restart the client after making any changes in that menu pre-login, which I wasn't doing. I also /exit every time I quit the game which I think bypasses the step where it remembers settings, cause I've noticed that when setting up the UI on new toons. As soon as I changed the option in the settings, logged in, camped out properly back to char select and exited the client the normal way, it's now working! Didn't have to edit the .ini

Thank you much for the help all who responded this is a game changer (pardon the pun).

EDIT: Welp, nevermind. I just logged in a different toon, and light sources were still off cause my epic wasn't glowing. Then I gated to bind and now it's back.... how does this work lol.

Just tried what you suggested (logging in as far as char select, going back to log in, then logging in again) and it worked. Seems like you can change that setting from the menu Kav mentioned rather than having to edit the .ini file, but doing the double log-in thing does seem to work.
