I am suggesting that other casters be allowed to bind other casters anywhere in the world, but to have a box pop up, similar to the box you get before asking if you want to accept the rez.

Since I can't edit I will just quote this and say... honestly having this popup box would probably be a good idea even for non-casters who are within city limits or other bind areas. I feel like being bound should require a certain degree of consent.
