Typically when a GM gets involved it leads to a lose/lose outcome. Item gets deleted and server/intended looter get screwed. There are multiple layers to reimbursement such as being able to prove what loot was on the mob and the looter being on the actual engage encounter that often times are not able to be met if someone were to seek reimbursement after the fact.

Since when? You just check the log to see what the mob dropped. If it's killed by a guild, the guild can let the GM know who in the guild was going to be eligible to loot each item. IIRC they don't need to be on the encounter log if they are part of the guild, as guilds allow alts to spend DKP to loot.
