Read your post. I don't think he scammed you at all. He's definitely sketchy and I wouldn't trust him with anything for a variety of reasons, but ironically in your situation he didn't do anything wrong.
He told you to hail Hasten to stop him, which is correct. You get him to stop, the person selling the MQ turns in their part, and then you turn in the last part(s). If you turn in first, then the person selling the MQ would get the JBoots when they turned in. Unless you have other information, it sounds like you didn't hail Hasten fast enough, and tried to turn in your rapier as a way to get him to stop without realizing how that would screw up the MQ. Historically the staff don't reimburse for that.
