Fixed, pending update
-Day and night spell restrictions now match the time shown by /time.
These were 'off' by 1 hour. For example, Levant would stop functioning at 4AM when it should be 5AM. Song of Highsun began working at 4AM when it should have been 5AM.
All spells will consider day to begin at 5AM, and night to begin at 8PM.
