Actually saw someone else go through the exact same thing with the same player. Telling other people they can only claim one spawn, meanwhile training 2nd floor of CoM because they were pulling mobs down from ramparts.
City of Mist though seems like one of those zones that has always been an issue. Back when bard swarming there was a thing - the same bards probably gathered dozens of petitions against them before any action was actually taken.

Missed it the first time but pretty sure COM is considered a dungeon and not an outdoor zone so the one spawn thing doesn't apply and you can actually hold a camp. Hence why the bard ban in COM even though it is outdoor.
And yeah it seems like they don't want to endlessly ban people due to the workload involved and the burden of proof required so they went for a broad rule. In this case it seems like the player was wrong every step of the way though.
