The other strategy I use on healing mobs is to cast Sirocco at around 45% of the mobs HP and then GCD cast Scars, it won't start casting Cheal until under 40% that way (it's dropping too fast) and often you can finish it before it finishes the cast.

I didn't think about Sirrocco. One thing I used to accelerate the process vs the Shadwurm matriarch was Wrath of the elements. Perhaps a combo of Wrath of the elements, Sirocco then chain cast Scars of Sigil when the mob is around 45% might be the best bet.
