Should targets be able to melee while under the effects of the spell? Seems they should not be able to take any actions.

UI provides confirmation Whirl Till You Hurl spell lands or did not land (standard resist message) on target, and when spell effect wears off. However, in between confirmation of spell land and spell wearing off message, the target appears unaffected. Specifically, the target is observed performing melee (hitting and missing melee targets in range) while under duration of the Whirl Till You Hurl spell. This action is observable regardless of the variable duration.
