Yeah SS chain legs and multiple Skargus heads down the drain here. The worst part is even if you're doing turn ins for your own toon if this issue occurs CSR won't provide any support because someone else prior to you turned in a portion of the quest you're completing and therefore they deem it as an MQ.
Definitely should be research and a system of warning/ban/account termination for anyone involved in doing this proactively by CSR.
