I did try to do this kind of weapon swapping on my Monk to test out this theory, and it was rough doing it with purely manual mouse clicks and mouse movements. OP is doing it very smoothly in the video.
EDIT: OP does say he set his Nvidia control panel to reduce latency. That does make sense, as normally I wouldn't be able to click inventory items that fast. His mouse does jitter a bit too. It's a lot of work and concentration to do this over long periods of time. That I why I typically don't recommend it.
It can be fine if you are able to just stand in one place where you know you won't get adds. Then you can put your full focus into weapon swapping. That is what OP is doing in the video. But you won't be able to do this if you need to move around, deal with adds, etc.
