What if you had video of your character doing a CC call on the camp in an empty zone?

There is no rule saying that if you do a cc in an empty zone that you get a claim on all mobs in the zone. On P99 the
only way to claim a camp is to kill a mob, and until you do that, every unclaimed mob is FTE.
