It's a general problem with the hosting of several related servers (eg. the wiki and this forum). Rogean is almost certainly aware of the issue, but hasn't had time to deal with it (for months now).

I'd try again a minute later by hitting F5 (to keep your post) or by using your browsers "back" button (to hopefully recovering your post, so you can resubmit it).

I know that the forum is working, because I submitted a petition (successfully) a week or so ago.
