this interesting post about ranged melee damage, with a bunch of player reports from October 2002. It doesn't settle things either way, but the final post does say:

That at least
implies that strength impacted bow damage (in 2002).
There's also a bunch of damage reports from various (almost) classic players, including their DEX/STR; if someone wants to crunch the numbers on them they might reveal something.
