I have thought about that. Maybe the biggest hardcore raiders outside of perhaps the #1 tank or x class of every guild would probably be happy with 2 or 3 bis pieces by the time luclin launches.
And the actual casual raiders? Probably no bis. Meanwhile here everyone even people in the 4th best guild have many bis pieces. Its common for me to inspect people and see they have all bis or missing one or two with a close 2nd best as a placeholder

Back then I've been in a couple guilds and there was no DKP system in any of them, mostly some form of NBG with officers deciding who gets what. Loot would get dilluted pretty badly.

I guess the best way to compare it would be to examine gear of the raiders a few months after Velious release, and then again a year after - as the original timeline would have had a Luclin release.
By this time on Green server, following the original timelines releases alongside the Green releases:
Velious (released on Green: July 2021)
Luclin (July 2022)
Planes of Power (May 2023)
Legacy of Ykesha (October 2023)
Lost Dungeons of Norrath (April 2024)
Gates of Discord (September 2024)
Omens of War (April 2025)
These would have all been released by now on Green - had the expansion timeline continued.
Also, Dragons of Norrath would release in November-December 2025.
So, to put it in perspective: Imagine how many BiS toons there'd be if Luclin was delayed for 4.5 years, then you'd maybe see the same amount of BiS toons as you do today.

Yeah IIRC during Luclin the top guild was struggling on VT trash and my guild, which was second or third best guild on server, was still struggling on vindi with like 80 people. A lot of guilds did kunark dragons and other bosses but back then there was a gazillion guilds where like, getting a circlet of the falinkan was a serious undertaking. Basically RL friends messing around. Epics were getting more common but not many people were doing cutting edge raiding. P99 players are light years ahead of what live was for the same era.
