These are both correct. In classic, there was no way to change faces, so you couldn't change your face. Many years later (after Verant became SOE, and maybe even after SOE became Daybreak?) they changed their policy and added a button to change faces.
P99 was originally based on code from that era, so it too had that button for awhile ... but like all most other unclassic bits in the stock EQ Emulator (/cough SHIFT+T /cough), the staff removed it to make things more like they were in ''99-'01.

Haha I didn't remember shift+T being a thing. Makes sense now, didn't realize it was an unclassic addition from later eras. It certainly is useful though
